This technique is called rotoscoping. It can be done easily with After Effects or Animate using the same method. Once you have your footage imported, add a new layer above it in the timeline and just start tracing away frame by frame. The quality is going to be the same with each program.
It's possible to use Photoshop or Illustrator to batch process the images using Actions. Actions work the same for both programs but you could create different results.
To use an Action, open the Actions window and press record. Then apply the type of trace you would like to use. Save and Export the new image to another folder than the original. Then stop the Action recording. You can then use the batch process function to apply that trace effect to every image in your original folder and it will save the new result in the new folder.
In Photoshop you could apply any of the filter effects to get a watercolor look, or like stained glass, glowing edges, blurs, etc.
With Illustrator you can use the Trace function to vectorize the images and make it look like a cartoon or illustration.
