It is redundant.
So not that different from saying "a dark night" or "wet water."
You would not write "I personally think..." in formal writing, because in formal writing you wouldn't be using "I," and there's no need to precede a sentence with "I think" because it's YOU writing it, and so in non-fiction it's all either a fact or what you think.
