Both are examples of metaphor. Metaphors are used to compare two things that are not directly related but do have similar qualities. Unlike a simile, metaphors do not use the words "like" or "as" to compare the two and instead directly imply that the two things are the same. For example, in your sentence when the public are being compared to swine it is a metaphor because the author is directly comparing the two or calling them the same without the words like or as.
