A good title for an essay is always inspired by the content of the essay. When you try to think of a title ask yourself:
- What is the purpose of my essay? In your case you've already said "argumentative"
- What is the main point of my essay? You said raise the minimum wage but are you arguing for, or against the raise?
- Choose a title the reflects your thesis
Don't be upset if you don't have an extremely creative title. As long as it is relevant to the content it's ok!
