Literacy question for high school teachers

A group of students (10th graders) have trouble reading. The teacher wants to prepare them for standardized exams. What should the teacher do to help the students?

I suggest starting by getting a basic reading level of the student(s). I would also recommend directly teaching the students the meaning and implementation of the following--paraphrasing, summary, supporting details and main ideas.
