The first example is an article in a magazine. Yes, the page numbers, volume, etc. all matter. Think of it this way: If you wanted to find the article, what would you need? Just the name of the magazine would not be enough, because there are hundreds of issues of a magazine, and only one has the article you want.
The second example is a book. The edition is part of the title, because the 22nd edition is different from the 1st edition. Where it could be find would be, I would guess, a library.
