This phenomenon is the focal point of the Neutral Theory of Molecular Evolution and postulates that neutral mutations are due to random fixation of alleles or genetic drift. However, even though this theory was proposed by Japanese biologist Motoo Kimura in 1968, there is still debate in the scientific community about whether this theory is accurate.
