can genetic engineering be considered as biological control?

That depends on one's perspective, but in general, the answer would be "yes".  Genes control various aspects of an organisms biology, and thus altering/engineering genes should be/could be considered a form of biological control.  It seems it would be hard to argue otherwise, IMHO.
