I can't tell which part of the sentence is underlined, but I am thinking it is "At noon near the ticket window" or just "At noon" or "near the ticket window." The good news is the answer is still the same for each of these! :)
To say that a phrase "modifies" a word in a sentence basically means that the phrase "describes" it or gives more information on it. If you look at the rest of the sentence, you will see that "At noon near the ticket window" is basically telling you when and where. What is it "modifying" or describing by doing that? Answering this will lead you to answer the question.
