Thomas Jefferson thought that the Constitution must be strictly construed--you can only do what is exactly written in the Constitution. Nowhere in the Constitution is it written that the federal government can create a bank.
Compare this with Alexander Hamilton who favored a loose interpretation, and argued that the bank could be created by using the elastic, or necessary and proper clause.
