Yes, it is true. Think of it this way. If you have a cell, or anything else for that matter, it will have a certain volume. Now, if you break it up into smaller pieces, the volume is still the same, but it now has more surface area that it did when it was a single unit. So the surface area has increased, while the volume has stayed the same making the SA/V greater.
