Hydrogen bonding is an attraction between hydrogen atoms that are attached to highly electronegative elements (N, O, F) and other partially negative atoms such as O, N and F. These are attractions of PARTIALLY positive and negative species, whereas ionic bonds are bonds between complete positive and negative species. The attraction between FULL charges is stronger than the attraction between PARTIAL charges.
