Kenneth's point is quite valid. To adopt what? The question needs more wording. Maybe the question meant to adopt certain policies. Hitler did persuade the Reichstag (the German national parliament of the time) to give the Nazi Party unlimited power over all aspects of German society. Hence the term totalitarian government, i.e. a government that controls everything. They also held referendums subject to public voting. The Nazi view always won the vote for the following reason: If you wanted to vote YES to give Hitler certain powers, you were directed to mark the front of the ballot. If you wanted to vote NO, you were directed to mark the back of the ballot. However, the teams that counted the votes were directed to count only ballots marked on the front, and to reject ballots marked on the back as improperly cast votes.
