Is should be used for a singular subject; the word are is used for plural subjects. For example, you would say he is very athletic. On the other hand, you would say they are very popular. What is the subject of your sentence? The subject is exam, which is singular. The other words before exam are adjectives. They describe what type of exam. They do not influence the choice of verb.
