The analysis cannot differ for the two groups. It remains the same, So also evaluation of water quality. The evaluation cannot change. What can be inferred from the analysis, what can be inferred from the results obtained also cannot differ based on the two different audiences. However, the interpretation of the results can be different, since the audiences differ, and the same results can be interpreted, or tailored to meet the expectations of the audiences. The mayor may want to know the implications of the results for the city or town as a whole while the other experts on water quality may be interested only in the specific scientific implications of the results obtained. Each audience is looking for different aspects, and are likely to have different foci. Therefore, Joshua would likely take different approaches to the two audiences and interpret the same results with different focus, not with a different analysis, or with a different evaluation, or with a different set of inferences.
