Determine whether one figure is a dilation of the other. Justify your answer: Quadrilateral DEFG has sides measuring 16m, 28m, 24m, and 20m. Quadrilateral D'E'F'G' has sides measuring 20m, 35m, 30m, and 25m

Stephen, your reasoning is perfect except when it comes to whether or not the similarity is the result of a dilation.  Dilation results from tracing vectors from any center (internal or external to an initial figure) to points on the figure, and then multiplying those vectors by a constant.  The heads of the resultant vectors form an image similar to the pre-image, regardless of the location of the central location of their tails.  Only the location of the image in the coordinate plane, not its size nor its similarity to the pre-image, changes based on the location of the center of dilation.  That center need not be the centroid of a preimage for the resultant image to be considered a dilation.

Thanks very much for both the math and site insight, Gregg!  I always appreciate learning something like that I did not realize before.  I am glad you took the time to do that.
