I can't quite figure out what the tone is and i used a couple tone sheets that i have but i still can't figure it out.

To me, Goodman's article shows concern, but it's still optimistic. She's troubled but hopeful. Also, the piece is not a novel. It first appeared as an editorial in the Washington Post on August 13, 2005.
