Because you specifically mention the year 1812, I presume the issue will involve the most salient event in U.S. history during that year, namely the outbreak of the War of 1812 (which in fact lasted until early 1815). On June 1 of 1812 President James Madison submitted to Congress an account of "acts hostile to the United States as an independent and neutral nation" committed by Great Britain (http://teachingamericanhistory.org/library/document/war-message-to-congress-3/), and although there was considerable opposition in Congress to declaring war against Britain, it did so by passing a formal declaration of war some days later.
So because both houses of Congress did eventually accede to Madison's desire to go to war against Britain (indeed, the conflict was dubbed "Mr. Madison's war"), I'm not actually sure this would be the correct answer for your question since disagree by itself would imply that both sides did not come to a final "agreement" on an action, which they did with the final declaration of war that Madison signed.
