Larry gave you good advice on how to write an essay, but didn't say a word on how to get ideas about how to write it.
You might get out some colored markers and a blank sheet of paper, and start drawing circles with a word or a phrase in each circle... it's a fun way to get out your ideas.
Here's how I might respond to this assignment.
Reasons for being quiet in class.. the teacher asks for quiet.. it helps you concentrate.. the teacher is a control freak...
Problems with being quiet... you have to sneeze, someone makes you laugh, you want to talk to a friend sitting next to you... your friend wants to talk to you... someone pulls your hair... or throws something at you... being quiet makes you nervous or uncomfortable... you didn't hear what the teacher told you to do... or you didn't understand the instructions... or you don't know how to do the assignment. You need to borrow a pencil, an eraser, a sharpener.
How the class feels when everyone is quiet... is it easier to study and get your work done? Maybe it's more difficult...
Maybe you like it quiet. Maybe you don't.
Maybe you can write about why it is never quiet in your class... there is a clock that ticks loudly, there is a hamster in a cage running on its wheel, you can hear cars going by out the window, the principal has a loud voice that everyone can hear when he is scolding a student, a student always reads out loud to herself (or hums under her breath), students are always moving in their seats or moving their feet, there is a group of boys who are always talking and laughing.
I hope that gives you some ideas about how to get started. Now think about you and your classroom. Try to write what is really true, try to be funny, write about a fantasy, what is clearly not true in your class... make it up. Have fun with writing. Your teacher might give you an F, but what's a grade, anyways?
Play with words and ideas. Nobody else in the world experiences exactly what you do. Your voice can ring out in writing about what life is like for you. And then again, everyone experiences the same things, and you can give voice for something that nobody put into words yet in quite that way... the way an artist gives people a new way of seeing things in a painting. You can do it with words, too.

I have been a MATH tutor for over 45 years - Algebra I & II, Geom.
In a simple essay, make the first paragraph state three points about the subject. Then take those 3 points and have a paragraph to discuss each of the 3 points. Then, in the conclusion, tell them what you told them. You can use the same technique on speeches in English. Good luck.
