One thing to remember is that percents are striving for 100%, just like Cousin Decimals strive for 1 Whole (1.0), and Cousin Fractions strive for 1 Whole (90/90 = 1 Whole, in this case.). With this in mind, there are 3 ways to go about this:
#1 - Convert 72% into the decimal 0.72 (seventy-two hundredths), then multiply (90 x 0.72 = 64.8)
72% of 90 is 64.8, or 65 if you need to round to the nearest Whole number.
#2 - Convert 72% into the Fraction 72/100 (seventy-two hundredths, or 72 out of 100), then simplify to
18/25 (72 and 100 share a factor of 4).
Convert 90 into the Fraction 90/1 (All Whole Numbers have a Denominator of 1), then multiply
(90/1 x 18/25 = 1620/25), then divide (1620 / 25 = 64.8).
72% of 90 is 64.8, or 65 if you need to round to the nearest Whole number.
#3 - Divide 72 by 90 (Just like Fraction 72/90 is the same thing as 72 out of 90). The original quotient is 0.648, but since 90 is a 2-digit Whole number, we have to move our decimal two places to the right, making it 64.8. This is a more complicated, perhaps confusing, method, but it works.
72% of 90 is 64.8, or 65 if you need to round to the nearest Whole number.
