h(x,y) = (x2 + 6x + 9) + (y2 - 4y + 4) = (x + 3)2 + (y - 2)2
If h(x,y) = 0, we get the point (-3, 2, 0)
if h(x,y) = 1, we have (x + 3)2 + (y - 2)2 = 1 (circle lying in the plane z = 1 with center (-3,2,1), radius 1)
if h(x,y) = 4 we have (x + 3)2 + (y - 2)2 = 4 (circle lying in the plane z = 4 with center (-3, 2, 4), radius 2)
