If the line is parallel that means that the slope is the same as the other equation … so it will be m = 1/3

From there then I would use the slope and point given to solve for the y-intercept

y = mx + b

2 = 1/3(-3) + b

2 = -1 + b

3 = b

Putting it all together gives us our equation

y = 1/3x + 3
