No, I think it's referring to earliest colonizing plants, specifically. So it must be A (Suleiman, there couldn't have been any terrestrial herbivores yet!)
And you are right, water is only intermittently available on land, and, since we're talking the first ones to emerge from the water, there wouldn't have been any competition.
What kind of terrain would you expect the earliest colonizers to have occupied? Think: where might they have been already exposed to periodic stress of seawater loss?
