I would like to say, that these questions cannot be possibly answered correctly or properly without knowing the context in which they are being asked in. I say that because according the U.S. Constitution, the seats of the House of Representatives is determined by the population every 10 years according to a census, but every state should have at least 1 representative. In theory, the state of Hawaii could be over represented in the sole aspect of numbers, as it failed to achieve the number of citizens necessary to equate a representative in other states. Question 2, cannot be answered, because it the ratio for citizen to representative is not provided nor is the population of the states
