Let's start with a graph. Set the origin as the point where you throw the stone from. Thus the near edge of the well is at (9, 0) and the bottom corner of the well water is (10.3, -5).
I'm assuming that the stone will move in parabolic motion and I'm guessing that it will intersect one of those two points, as well as the origin, so find some equations.
Next you get to use calculus to find the slope of the parabolas at the origin and some trig to get equations for horizontal and vertical motion before finally solving for initial velocity.
If you don't want to or can't do all of that, then there is some information missing.
