The 2nd reaction is the REVERSE of the original reaction. When a reaction is reversed, the K value for the new reaction is the inverse of the K value of the original reaction.
Thus, K for H3O+(aq) + NO2-(aq) <=> HNO2(aq) + H2O(l) = 1 / 4.552x10-4
