If the cell membrane is permeable to some solute, this means the solute is free to move in or out of the cell, depending on its concentration gradient. The solute will move by diffusion from the area with high concentration to the area with low concentration. So if the concentration of this solute is higher outside of the cell compared to the inside, then it will move into the cell until its concentration is equal on both sides.
