Molarity is mol/L


1 mol HCl=36.458 g HCl


0.446 g HCl * (1 mol HCl/ 36.458 g HCl)=0.012 mol HCl


0.012 mol HCl/ 0.25 L solution=0.049 M HCl

This is the MOLARITY, and the NORMALITY (which is what the question asked) is also ).049 N because HCl has only 1 equivalent per mole so M is same as N.
