The Anti-Federalists strongly argued that the since the Constitution lacked a listing of individual civil liberties that it was a dangerous form of government. The Federalists insisted that the a listing of individual civil liberties was not included in the Constitution because each of the new State Constitutions included listing of individual civil liberties and the framers of the Constitution felt that another one would be redundant. The Framers of the Constitution insisted that this new federal form of government would not in any way supersede nor impair citizens rights granted by their individual state governments and therefore a federal listing was not needed. However, the Federalists promised that the first order of business for the new Congress if the Constitution was adopted would be to amend the Constitution with a Bill of Rights.
