Carnegie and Frick refused to renew the union contract when it expired in 1892. Their intention was to de-unionize the steel mill. the company built a high fence around the entire steel mill property and planned to boat in scab workers up the river. The company told the union employees they could work if they abandoned the union. They hired Pinkerton guards to keep the "peace". The fired employees fought with the Pinkerton guards and scab employees. it got so bad that the Governor of Pennsylvania had to call in the national guard to restore order.
