What is the significance of the (E=0.11) notation? It's not anything customary for chemistry. You don't supply enough info to enable one to guess what the purpose of this exercise is. Do you, for example, need to calculate a 1% fentanyl citrate isotonic solution composition? If so, you need a mass, formula, and molar mass of fentanyl citrate; you can then mix the two stock solutions, and retain isotonicity.
