AT LEAST: the result will be -24 at the very least, so it can result in -24 but no less than that. It will have to have a result of -24 or higher.
Now, when it says TWICE the difference of a number and 8, that means that whatever the difference is between the unknown number (x) and 8 OR whatever x - 8 equals, we will multiply that result by 2. That tells us that we need to do the subtraction of x and 8 first and then multiply the difference by 2
2(x - 8)
Lastly, whatever the result is of the above expression, it must be AT LEAST -24, so we are dealing with an inequality.
