Hi Crystel! This is a bit of a broad question, but I will do my best! A large portion of the time, reform is brought about when it is something that a major constituency has asked for and it is clear to a politician that it will help them get re-elected/elected, and it is something they can add to their platform. For instance, one of Trump's biggest platforms was the promise that he would lower taxes and a huge portion of the country made it known that they desired lowered taxes.
Unfortunately, sometimes protesting and rallies do not lead to actual reform for a very long time. Sometimes elected officials need to feel that they will lose their position unless action is taken. This is especially true for more obscure specific issues, like pollution in a local lake.
In regards to the BLM, there have been amazing successful and impactful protests and rallies that have brought communities closer together. Unfortunately, little has changed in regards to Police immunity and police brutality. It likely will not change for some time as it is apparent to both Democrat and Republican leaders that they can still win elections without being more aggressive about needed reform. This can also be referred to as the perpetual campaign cycle.
