For part one you want to draw out the directrix, focus, and sketch the parabola corresponding to both of those values given. The Parabola is in the positive x direction so it is a positive function with respect to y. So it is a function of y .

The only logical answer is D.

For part 2 just use the formula to find p which is the apothem = (1/(4p)) = 1/16 in the given equation of the parabola. So p = 4 !!
