That looks confusing, but here we go.
The just plain "y" and "x" stay that way. The x1 and y1 come from our point. m is our slope, remember?
So, y - 2 = -2/3(x -(-9))
Distributing on the right, we get
y - 2 = -2/3x + 18/3
We can change 2 to 6/3 to make things easier. Now we have
y - 6/3 = -2/3x + 18/3
We want the y by itself, so we add 6/3 to both sides.
y = -2/3x + 24/3
24/3 = 8, so our equation is
y = -2/3x + 8
