This is a non-sensical question, as there was never any "establishment of the Great Powers." I'm unclear exactly what that phrase even refers to. The so-called "Great Powers" is a term that historians have applied to the European political and diplomatic landscape AFTER THE FACT (of the late 19th and early-20th centuries)
. In other words, no one at the time was calling them "Great Powers" and there was never any attempt to "establish" them as such.
