- On a plane, the two pieces of information needed for a rotation are a) the point about which the rotation, and b) the angle through which the rotation is to occur. Perhaps the third piece of information is clockwise or counterclockwise, but if signed values for the rotation should cover that; positive for counterclockwise and negative for clockwise (as in trigonometry). In three-dimensional space, you need the plane of the rotation, and point of rotation on that plane, and the angle of rotation.
- I don't understand the second question. Is this a geometry question, or a calculus question?
