If you let P be the pizza price and W be the water price you can write the 2 equations 

 

3*P + 6*W = 13.95

2*P + 5*W = 9.65

 

If you look carefully at these equations you will see that the top one has exactly 1 more pizza and 1 more water than the bottom one.  So the cost of 1 pizza and 1 water must be the difference between the 2 total costs, or 

 

P + W = 13.95 - 9.65 = 4.30
