Well, it depends on what the "requires fewer than" phrasing mean. By default, I've assumed an inequality with bounds included.

I have to agree with Louis. To me, "fewer than 28 students" does not equal "maximum of 28 students". Since you can't have 1/2 a student, the inequality has to be 16 <= n < 28.
