"Minimum class size" means that 16 <= n. "Requires fewer than 28 students" can be phrased as "the maximum class size is 28", that means n <= 28. So:
16 <= n <= 28

I have to agree with Louis. To me, "fewer than 28 students" does not equal "maximum of 28 students". Since you can't have 1/2 a student, the inequality has to be 16 <= n < 28.01/12/21
