Subsidies in the most basic sense are a way of maintaining economic balance while a resource is diminished. If you want historical context you could look to the Dust Bowl, Great Depression. If you want to cite examples of when this has been successful you could look to fishery subsidies that have allowed for the recovery of certain species. You could look to fish & game or environmental departments for this knowledge.
An additional analytical lens would be - would harvesting restrictions be helpful without a subsidy? ie would simply limiting the number of crawfish people could take help crawfish? Is the subsidy aimed at helping fisherman more than crawfish? Is a win-win or is there a loser?
