You have two similar Right Angles and you can use a proportion

Height of Streetlight/Shadow of Streetlight = Height of Flagpole/Shadow of Flagpole

Let the Height of the Flagpole = x

9/1.5 = x/7

Cross multiply to solve for x

7(9/1.5) = x

42 = x
