Sorry, your two "conditions" are just symmetry statements about the motion of the ball. They don't furnish any useful data on the ball. Now, if you'd said, "the magnitude of the vertical velocity one second before the apex is the same as the magnitude of the vertical velocity two seconds after the apex", you'd have good grounds for saying that the ball ws just lying there the whole time.
