FDR was elected president of the United States for four terms. This could be because America suffered through the Great Depression and World War II. Therefore, a shift in power from one president to the another could be tumultuous during hard times. A few years following FDR's death, Congress passed the 22nd Amendment which limits presidents to two terms.

Why was FDR allowed to serve 12 years as president? Isn't there a law that bans this? Im so confused.
