Percentages are simply ratios of some number x over 100.....so 25% is like saying the ratio 25/100.....

so 25/100 = x/2736......so x = number of defective = 25/100 * 2736 = .25 * 2736 = 684

check your work.....is 684 1/4 of the cars or 25% of the cars.....4 x 684 = 2736...that checks Right?
