During the time that the experiment occurred (1930s), it was a common and untrue belief that people of color, especially Black people, were intellectually disabled and inferior. Unfortunately, there are still individuals who have this belief today. Therefore, it is important that we discuss openly and address the current discrimination and implicit bias in our healthcare system. We can see this with COVID-19 treatment in different communities. Regarding research, there have been laws and training developed for researchers to not commit these mistakes and people whose role is to make sure that these experiments do not happen again. You cannot engage in any research without having this training. The answer you seek is much more complex, but this was my best at summarizing.
