Just read the measurement at the bottom of the meniscus (the “U” shaped curvature at the top of the water in the graduated cylinder). For example, if you click the link below, the measurement in mL is right between 80.2 and 80.3 mLs, and looks like it might be 80.25 mLs. To the nearest 0.1 mL, I would round up and say 80.3 mL.
