A finite clause should be considered the same as an independent clause; it contains both a subject and a verb (a main verb, not just another linking or other verb secondary to the main predicate.) Clearly, a relative clause is non-finite when its subject as that in the main clause.
ex: That golden retriever by the fence is actually my dog's mother.
