Well you just need to put it in the right place every (10)^(-1) means you move 1 decimal place to the left. And (10)^(1) means you move 1 decimal place to the right. So for the measures given you have:
1.0 x (10)^(-5) meters which is just 0.00001 meters
2.0 x (10)^(-6) meters which is just 0.000002 meters
3.0 x (10)^(-7) meters which is just 0.0000003 meters
4.0 x (10)^(2) meters which is just 400.00 meters
0.0 meters is just 0.0 meters
and
1.0 meter is just 1.0 meter (since 1 is singular you can write meters as meter)
The least value here is going to be 0.0 since you cannot get a smaller measurement than 0.0 meters= 0 meters (since measure is positive)
and
0.0000003 meters < 0.000002 meters < 0.00001 meters
and 0.00001 meters < 1.0 meter < 400.00 meters so in order it is :
