There may be a few terminologies using fs0. One refers to bacterial cultures in wastewater; for this fs0 is the ratio of rapidly-metabolized COD to total COD, and it is determined by measuring either oxygen uptake rate or utilization of an equivalent oxidizer, typically NO3- , over time. The resultant curve has a plateau region, a rapid sigmoidal drop, and a second plateau region. The ratio of the elevation of the first plateau over the second, to the total height of the first plateau, is fs0.(fraction of rapidly metabolizable COD).
Another terminology appears to be generation of biomass relative to substrate consumed as carbon source, typically acetate. That's a simple test of biomass vs. acetate utilization (feed and collect!).
