Eisenhower was a very popular president (and often overlooked in history- he was very effective!). Part of the reason was because he was moderate. He called his political stance Moderate Republicanism and thus garnered a lot of support. He also had a Republican Congress for half of his presidency. When Congress and the President are of the same political party, it tends to be "easier" for plans to pass. However, even in the second half of his presidency when Congress switched back to being Democratic, he still was effective at getting his domestic policy passed.
